OBJECTIVES OF THE PROGRAMME

The Department of Finance (FNM) ensures that the financial management framework provides the required financial controls, reporting systems and procedures to meet the Organization's needs. It is therefore responsible for WHO's accounting policy and systems, corporate accounting, financial reporting, income and expenditure, donor accounting and reporting and treasury management policies. SHI is located in FNM.

DESCRIPTION OF DUTIES

Under the general supervision of the SHI Finance Officer, and as part of the SHI Team, the incumbent is mainly responsible for:

1) the financial administration of the Staff Health Insurance of staff on Leave Without Pay, extensions of SHI coverage upon termination and specific cases such as SMAs in so far as collection of contributions; as well as pre-retirement calculations in order to verify if staff are eligible for coverage in SHI on separation from the Organization, including signature of clearance certificates as appropriate;

2) Provides expertise to senior SHI personnel with regards to relevant SHI Rules for the purpose of updating information in the SHI-Online portal;

3) Verification of eligibility for non-dependent family members;

4) Act as a TPA enrolment focal point for all IPOs;

5) Providing absence cover for SHI Payment and Voided Payment Processing processes from start to finish; and

6) Ensure that the HIIS is updated as necessary based on all changes required per the above.In more detail:

1. Premium collection:(a) Pre-retirement: when appropriate, calculates and bills lump sum due for continued participation of staff member and/or dependants; verifies pension amounts, years of service and premium rate on which contributions are calculated: (b) Leave Without Pay, extensions of insurance coverage upon termination and specific cases: calculates and bills contributions due from staff who opt to continue/extend insurance coverage during LWOP/extension/etc; controls payments, reconciles GL entries and follows up on unpaid contributions; controls and blocks participation at the end of insurance coverage period, when applicable, in order to avoid inappropriate reimbursement of medical claims. Accounting: journalizes all accounting transactions related to LWOP and extensions contributions; reconciles accounts at year-end; monitors and controls the relevant accounts throughout the year. Communication with staff: prepares correspondence in English and French to staff; receives active staff and former staff and answers any queries regarding after-service participation. Communication with Regional Offices: requests information on staff from their regions when necessary; drafts correspondence advising the regional offices on action to be taken regarding collection of contributions. Blocks the file when necessary to ensure that claims are not reimbursed to an uninsured participant.c) Clearance certificates - signs these based on the above following appropriate verifications;

2. Provides expertise to senior SHI personnel with regards to relevant SHI Rules for the purpose of updating information in the SHI-Online portal. Keeps up to date with SHI policy changes, and ensures that the necessary documents are updated and staff informed through the appropriate means. Prepares direct communications/information to staff.

3. In collaboration with GSC/HR, verification of eligibility, administration and updating of SHI database for staff members requesting SHI coverage for non-dependent family members.

4. Act as a TPA enrolment focal point for all IPOs (from HQ and all regions except AMRO/PAHO) whereby relevant external databases are updated in collaboration with SHI IT colleagues.

5. Provides absence cover for: a) SHI Payment Processing:--> monitors and processes the SHI Payment, ensuring that all necessary controls and checks are completed.--> Ensures that Regional Office payments are made in the same manner.--> Coordinates with the Global Data Hub (GDH) and Common Payments Platform (CPP) on the payment; and b) Voided Payment Processing:--> liaises with participants and/or health-care providers as necessary to ensure that correct information is obtained and updated.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent. Desirable: Higher education an advantage, specifically from an accounting perspective

Experience

Essential: A minimum of 8 years administrative experience, including experience in an insurance environment Desirable: Multi-country network insurance experience an asset.. In-depth knowledge of : SHI rules, staff rules, financial regulations of WHO.

Skills

The incumbent controls an ever increasing workload by revising priorities often on a daily basis and often several times a day. The incumbent uses mature judgement when responding to unusual requests, courtesy when redirecting callers and diplomacy when dealing with sensitive claims and drawing attention to staff on specific insurance rules. Incumbent ensures queries are dealt with in absolute confidentiality.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at CHF 82,401 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
