The Danish Refugee Council (DRC), one of the world’s leading NGOs with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated programme of support to the government; its programme now covers site management, shelter and settlement, economic recovery and protection. In 2018, DRC started implementing projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

As Area Manager you are responsible for the management, implementation, development and representation of DRC programming and operations in Cox’s Bazar, Bangladesh in line with the DRC leadership concept and core competencies. You will ensure accountable, smooth running and quality implementation of the programme, that field teams are prepared to respond to emergencies, and concurrently safeguard DRC staff and assets. You will act as a conduit and focal point for coordination. The Area Manager will be a SMT member.

The key functions of this role are to:

  • Provide leadership, coordination, and integration of DRC activities in the Area, including, but not limited, to protection, emergency response, camp management and economic recovery projects.
  • Directly line manage staff based in Cox’s Bazar including recruitment, coaching, capacity building, and ensuring interdepartmental coordination in line with the DRC leadership concept.
  • Liaise and closely coordinate with the Senior Management Team (SMT: CD, HoP, HoSS, Safety Coordinator).
  • Ensure a rights-based approach to all DRC programming in his/her area of responsibility.
  • Encourage a positive, innovative, and mutually supportive team spirit amongst the team.
  • Be a driving force in terms of developing DRC's programme in Cox’s Bazar and provide input to fundraising efforts, in coordination with the Programme Development and Quality Unit and the Country Director.
  • Actively support the Grants team and the Head of Programme in the development and implementation of regional programmes and approaches.
  • Draft and present to the DRC country office regular analysis on the context and humanitarian situation in his/her Area of responsibility to inform future proposal development processes.
  • Create and maintain a good work culture and office environment through motivating the team and ensuring that the staff are working in line with the DRC core competencies.

DUTIES & RESPONSIBILITIES

Programme Management

  • Ensure effective, compliant management and quality delivery of the programme, including accurate forecasting, reporting, monitoring.
  • Provide management, technical, capacity-building and programme management support to line reports (including development, people planning and performance), ensuring inter-department co-ordination and collaboration between the sectors.
  • Act as primary budget holder for programme.
  • Provide oversight of all programming in Cox’s Bazar in compliance with core protection principles, donor financial guidelines and policies and best practices, while upholding rigorous project cycle management standards.
  • Participate in and coordinate with the SMT ensuring regular information flows and timely decision making as required.
  • Work with the Head of Programmes and Head of Support Services to contribute to new programme development, including both narratives and budgets, by coordinating and compiling inputs from other technical and support staff.
  • In collaboration with other departments, ensure appropriate management systems are in place including, but not limited to, risk management, monitoring, financial oversight, security, health and safety and accountability.
  • Provide regular analysis on the context and humanitarian situation for the development of project proposals and safety assessments in cooperation with the SMT.
  • Contribute to the strategic direction of programming through active and ongoing participation in planning meetings and development of strategic documents.

Finance and Administration

  • Ensure budget spending is in accordance with the approved budget and plans for both support function and programme activities allocated for the area.
  • Provide budget monitoring, financial control in compliance with DRC country office requirements and as per the Operations Handbook.
  • Ensure necessary systems in procurement are followed according to DRC Operations Handbook.

Coordination and Representation

  • Act as the primary DRC representative in the Area and attend all relevant forums/meetings.
  • Identify and build relationships with authorities and other relevant stakeholders.

Accountability

  • Guided by the DRC Programme and Operations handbooks, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities.

Safety and Security

  • Act as security focal point for Cox’s Bazar, ensuring adherence to security procedures and monitoring developments in the security situation.
  • Actively support the country safety department to develop and regularly update the local security plan for his/her Area of responsibility.
  • Be a member of and/or actively support the Crisis Management Team as required and if requested.

Partners Management

  • Ensure partners are delivering their activities as per signed grant agreements and agreed plans and budgets.
  • Maintain a strong communication and coordination with the partners in line with the DRC coordinating and communicating core competencies.

Monitoring and Evaluation

  • Ensure implemented projects are in compliance with DRC monitoring, evaluation, and learning minimum operating procedures (MELMOP) and country and global M&E frameworks.

SKILLS AND EXPERIENCES

  • Minimum 5 years’ relevant professional work experience in managing substantial integrated programmes.
  • At least 3 years in dealing with displacement issues of both internally displaced, returnees and refugees.
  • At least 3 years in representation and networking.

EDUCATIONAL QUALIFICATIONS

  • University degree in Management or Social Field.

LANGUAGES

  • English (Advanced).
  • Bengali (Desirable).
