Agreement of Performance of Work Graphic design for innovation, research, and strategic dialogue information products

Terms of Reference

1. Purpose

To provide illustrations, design, interpretations and lay out a number of publications, reports, communication materials, and other information/communication products from the innovation, research, and strategic dialogue teams a WPRO.

2. Background The Data, Strategy and Innovation (DSI) unit was set up in 2019 in WHO’s Western Pacific Regional Office (WPRO) in response to the Regional Director’s vision paper For the Future and focuses on innovation, data and strategic engagement with countries on health systems transformation. This TOR consolidates all expected design/visual/communications needs for the Innovation, Research, and Strategic Dialogue teams.

Description of activities to be carried out Graphic design, layout, and/or communications work for the list of products below (outputs with approximate timing) - products and timings are tentative and may change. They should apply and align with the new visual identity/brand guidelines of the innovation/strategic dialogue teams, and general WHO/WPRO publication guidelines, as well as other considerations and directions given. They may incorporate illustrations, slides, quotes, photos, screenshots, icons, and other visual/textual materials as appropriate and agreed with the respective team. WHO will hold all intellectual property rights of all products. Consideration should be given to the use of inclusive and respectful graphical representations in products. Editable files must be shared, as well as online and print versions with appropriate colour and size adjustments. Resources and effort required for each product may vary considerably.

3. Planned timelines Start date: 15 June 2021 End date: 31 December 2021

4. Work to be performed Method(s) to carry out the activity The successful candidate will carry out all activities in their own time, with their own software and equipment. Regular emails and virtual meetings will be required with the innovation, research, strategic dialogue, and/or publications teams, as well as external contractors, to shape, finalize, and approve the designs.

A. Innovation team Output 1. 1: First innovation forum meeting report (June 2021) • Design and layout a 50-page document featuring quotes, screenshots, slides, etc. from the innovation forum Output 1. 2: Communications toolkit (June 2021) • Design and layout a 10-page document featuring infographics from a prepared set of slides Output 1.3: Technical report on digital contact tracing (June 2021) • Design and layout a 20-30-page document with mostly text and tables Output 1.4: Think pieces x 4 (June 2021) • Design and layout four approx. 10-page documents Output 1.5: Second innovation forum – products and communications materials (Nov 2021) • Design and layout pre-forum consultation reports • Design and create communications campaign, including posters, flyers, social media cards, etc. • Design and create materials directly for and during the forum, including programme, slides, live illustrations, etc. • Design and layout 30-50-page forum report

Output 2.7: “Complexity approaches in healthcare: WPRO CRT case studies on research protocols, methods, prototypes and interventions” (Sep 2021) • Design and layout of 20-page case study report with graphics, illustrations, and photographs from country research teams Output 2.8: “Developing and convening policy and stakeholder dialogues for relational community engagement” (Aug 2021) • Design and layout of 20-page toolkit or report with graphics, illustrations and potential screenshots/photographs Output2. 9: “Researching complexity-based relational community engagement: Building capacities of national research institutions” (training programme) (Sep 2021) • Design and layout a 50-page online capacity building training programme, that includes facilitator and participant learner guides, online modules with written text, and other tools/reports that include graphics, illustrations and photographs Output 2.10: “Findings from country primary research on relational community engagement” (technical report) (Jul 2021) • Design and layout a 30-page final technical report with graphics, illustrations, and photographs Output 2.11: “Western Pacific Region Community Engagement Panorama: Mekong Countries” - scoping review of the existing CE infrastructure and research efforts in the Mekong region (July 2021) • Design and layout of a 20-page technical report with graphics and illustrations Output 2.12: “Western Pacific Region Community Engagement Panorama: Pacific Island Countries - scoping review of the existing CE infrastructure and research efforts in the Pacific Islands (July 2021) • Design and layout of a 20-page technical report with graphics and illustrations

C. Strategic dialogue team Output 3.1: Health Futures Strategic Dialogue reports (June-Dec 2021) Output 3.2: SenseMaker report (micro-narratives and digital storytelling) (June-Sep 2021) Output 3.3: Design and layout of the Health Futures Forum report (Aug -Dec 2021) • The report will be around 15-20 pages long and will need a collage for the cover and the rest of the visual resources inside. The report needs to be aligned with DIA brand identity. Additionally, we need to design a similar document, one abbreviated executive summary of 2-4 pages. Output 3.4: Special project report design and layout (Aug-Dec 2021) • The report will be around 20-40 pages long and will need a collage for the cover and the rest of the visual resources inside. The report needs to be aligned with DIA brand identity. Additionally, we will have one abbreviated executive summary of 4-6 pages. Output 3.5: Crowdsourcing report/think pieces (June-Dec 2021) Output 3.6: Design and lay-out of a 2-page flyer for the historic think tank (June-Aug 2021) Output 3.7: Visuals in the form of collages as per DIA & INR visual identity for 15 upcoming regional briefs to be published on the DIA portal (June-Dec 2021)

5. Technical Supervision The selected contractor will work under the supervision of: DIA and INR Coordinator and acting DSI

6. Specific requirements - Qualifications required: University degree in fine arts, multimedia, communications and other relevant degrees. Desirable: Master's degree or above in management, business administration, international relations, public administration, and/or public health

- Experience required: At least 5 years’ experience in designs and graphics, communications, strategies and visual campaigns. Experience working with public and private sectors, including international organizations.

- Skills / Technical skills and knowledge: Excellent in delivering visuals and graphic illustrations with focus on strategy, communications, culture and learning.; good knowledge of the dynamics of catering thru virtual engagement with a diverse group; ability to capture the key messages being relayed thru creative illustrations and storytelling; ability to commit and adapt to changing timelines; ability to adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

- Language requirements: English (Read - Write - Speak / Expert or Intermediate)

9. Medical clearance The selected contractor will not be expected to provide a medical certificate of fitness for work.

10. Travel The contractor is not expected to travel during his/her consultancy period.
