Result of Service 1) Prepare detailed and refined workplan and procurement plan. 2) Prepare consultancy TORs and undertake recruitments/procurements: a) a stakeholder engagement strategy and institutional coordination process of the NAP formulation and implementation. b) climate change impacts and beneficiary coping strategies and medium and long-term priorities including specific needs of men and women, children and elderly. c) Vulnerability and risk assessment report for communities and provinces. d) Establishing criteria for prioritization of sectors and geographical areas for resilience building. 3) Organize a Project Steering Committee (PSC) meeting for approval of workplan. 4) Undertake the studies 2.a to 2.d; 5) Prepare consultancy TORs and undertake recruitments/procurements: a) Policy and institutional review and assessment, and establish a dialogue platform for periodic review of policies, strategies and plans including the integration of adaptation options. b) Provide recommendations for strengthening existing legal provisions for implementation of climate adaptation and draft high-level executive order on integration, institutional and legal requirements for adaptation. c) Update climate change scenarios for Pakistan and climate change risk advisory on agrometeorology and hydrometeorology. d) Develop a needs assessment report to improve hydro-meteorological and climate services. e) Protocol for operation and maintenance of the climate information system. f) Develop training on climate information systems and protocol for operation and maintenance of the climate information system. 6) Complete the studies, receive final reports and organize relevant deliberations and validations for: a) Climate change impacts and beneficiary coping strategies and medium and long-term priorities. b) Vulnerability and risk assessment reports for communities and Provinces. c) Establishing criteria for prioritization of sectors and geographical areas for resilience building. 7) Receive draft consultancy reports on: a) Policy and institutional review and assessment, and a dialogue platform. b) Recommendations for strengthening existing legal provisions for implementation of climate adaptation. c) Updated climate scenario. d) Needs assessment for strengthening hydro-met and climate services. e) Protocol for operation and maintenance of the climate information system. f) Training materials on climate information systems and protocol for operation and maintenance of the climate information. - Prepare high-quality donor reporting. - Organize one PSC meeting.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

Pakistan is among the ten countries most vulnerable to climate change based on the Global Climate Risk Index developed by the Germanwatch. It is particularly exposed to flash floods due to extreme events, riverine overflows, heavy monsoons, cyclones, droughts and heat waves. From 2010 to 2014, five floods resulted in monetary losses of over US$ 18 billion with 38.12 million people affected, 3.45 million houses damaged, and 10.63 million acres of crops destroyed. Likewise, over 1,200 people lost their lives due to the unprecedented heat wave in Karachi in 2015.

Studies show that future threats of climate change will likely cause a severe strain to the country both in terms of socio and economic development. There is therefore the need to especially that they have very low technical and financial capacity to adapt to the adverse impacts brought by the changing climate.

The United Nations Framework Convention on Climate Change (UNFCCC) at its COP 16 held in Cancun in 2011 approved a process to enable member states to formulate and implement National Adaptation Plans (NAPs) as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programmes to address those needs.

The Paris Agreement (2015) in its global goal on adaptation (Article 7) brought new elements and dimension to the climate change adaptation. Namely, enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change, with a view to contributing to sustainable development and ensuring an adequate adaptation response in the context of the global temperature limit of less than 2°C. The UNFCCC’s Least Developed Countries Expert Group (LEG) on adaptation released Guidelines for National Adaptation Plans (December 2012). Furthermore, the Green Climate Fund (GCF) has issued guidance on adaptation planning approaches.

The Government of Pakistan (GoP), through the Ministry of Climate Change, has successfully obtained a grant of USD 2.97 million from the Green Climate Fund (GCF) for a three-year project to build capacity to advance the National Adaptation Plan (NAP) process in Pakistan. The United Nations Environment Programme (UNEP) is the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. The project will support multi-sectoral, medium- to long-term adaptation planning and budgeting in Pakistan and promote the integration of climate change adaptation aspects into development policies. Systems for developing and sharing climate risk and vulnerability information will be reinforced, and sustainable financing mechanisms for climate change adaptation initiatives are set to be developed.

The project entitled “Building Capacity to Advance National Adaptation Plan Process in Pakistan” will be implemented by a small project team headed by a National Technical Expert (NTE). While hiring a full time Project coordinator, UNEP is seeking a temporary (six months) Technical Expert support to assume a role of a Coordinator and to ensure progresses in project implementation.

Qualifications/special skills Skills: - Strong team-working skills, ability to prioritize and manage tasks; - A combination of excellent problem solving, communication and interpersonal skills - Ability to work in a fast-paced, multitasking environment; - Proficiency with graphic design software - Media management knowledge is an asset Academic Qualifications: University degree in graphic design, computer sciences, IT, visual arts, media, communications and any other relevant studies Experience: Minimum 5 years of working experience in knowledge management and communications, preferably in areas of environment/climate change; - Prior experience in implementing communications strategies, developing print and digital content; - Experience in producing briefings, case studies, infographics and other products to facilitate communication of complex environmental issues to a variety of audiences; V.10.01.2021 - Experience in writing stories, briefs and producing web content; - Proficiency with Wordpress and other CMS types; - Experience with webinar software platforms Desirable: - Experience in social media accounts management; - Experience with newsletter tools Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and Urdu is required. Knowledge of another official United Nations language is an advantage.
