Organizational Setting

FAO’s Anticipatory Action (AA) translates warnings into anticipatory actions to reduce the impact of disasters on vulnerable and food insecure communities. Acting early, before a disaster has actually happened, or reached its peak is critical: it can save lives and protect livelihoods from the immediate shocks while increasing the resilience of local communities over time. AA is a key element of FAO’s Strategic Programme 5: ‘Increase the resilience of livelihoods to threats and crises’. FAO’s AA work includes global level (risk analysis, advocacy and partnerships) as well as country activities (setting up country level Anticipatory Action systems and implementation). Reporting Lines

The Anticipatory Action Coordinator reports to the Socio-Economic & Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA) and Environment and Natural Resource (ENR)/ Forestry Team Leader.

Technical Focus

This engagement aims to support the mainstreaming and implementation of early warning and anticipatory action at the country level. FAO’s AA programme is part of a growing number of anticipatory approaches to crises being implemented by organisations worldwide such as Forecast-based Financing (FbF). In FAO, this initiative is supported by a number of resource partners including the EU, Germany, Belgium and Sweden. FAO AA programme also promotes anticipatory action through Shock Responsive Social Protection (SRSP). In the Philippines, FAO coordinates a consortium of UN and NGO partners to work with the government on integrating AA and SRSP nationwide and in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Philippines is also spearheading this agenda in the ASEAN through a regional programme funded by EU, led by FAO.

Tasks and responsibilities

The Anticipatory Action Coordinator will:

  • Analyse existing vulnerability and disaster risk information to identify risks to agriculture and food security, priority areas and livelihoods;
  • Consolidate available early warning information for the priority risks;
  • Establish early warning triggers, i.e. the risk level thresholds beyond which financial resources should be rapidly allocated to prevent and mitigate the impact of a forecast hazard on agriculture and food security;
  • Coordinate and build consensus with relevant government agencies, UN and other partner agencies on the early warning triggers;
  • Lead FAO’s participation in Anticipatory Action Technical Working Group with the government;
  • Supervise the implementation of AA projects of the country office;
  • Lead the identification, validation and building consensus on early/anticipatory action, develop the repository of early/anticipatory action for priority risks;
  • Contribute to the implementation of SRSP initiatives of the country office including identification of anticipatory action that could be supported by SRSP, use of improved risk monitoring and early warnings to trigger SRSP and sustainable financial mechanisms to support AA and SRSP;
  • Formulate crisis timelines overlaying seasonality, livelihood impacts information to identify timings for early warning and anticipatory action;
  • Define protocols and standard operating procedures for linking early warning to anticipatory action, including precise roles and responsibilities for risk monitoring and early action implementation;
  • Support the operational and timely implementation of anticipatory action at country level by conducting field missions, advising on appropriate actions and operational arrangements as well as accessing the Anticipatory Action Fund;
  • Strengthen partnerships and inter-agency efforts on AA at country level. This includes fostering collaboration on early warning (e.g. common triggers, joint alerts and appeals) as well as coordinated anticipatory action implementation on the ground;
  • Contribute to country office’s efforts to institutionalize AA with key government partners;
  • Support capacity building activities at country level, including the delivery of FAO-AA and SRSP learning programme;
  • Externally represent and advocate AA with donors, technical partners and UN Agencies;
  • Support communication efforts through tailored products and different means including web, photo/video, social media, press releases and other;
  • Support the impact assessments including Return on Investment (ROI) of Anticipatory Action;
  • Support the implementation of AA/FbF and SRSP programmes in the country including promoting the sharing of experiences and learning in the Philippines within ASEAN, Asia-Pacific region and globally.
  • Provide inputs and support to the ongoing and pipeline projects with cross-cutting themes with the other teams of the Programme Unit of the country office;
  • Develop concept notes and project documents to expand the portfolio of the country office under anticipatory action initiatives
  • Carry out other relevant duties within his/her technical competence as requested by FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced degree in one or more of the following: Agriculture, Early Warning and Risk analysis, Climatology, Disaster Risk Management, Agriculture Economics, Social/Political Science, Food Security analysis or a closely related field.
  • Minimum of 5 years of relevant experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGO’s, UN agencies, governments and donors. Experience on working on AA projects is an advantage
