Result of Service Under the direct supervision of the Associate Programme Officer – Asia Pacific Clean Air Partnership, the international consultant is required to provide technical support for the delivery of (a) support for development of regional modality on clean air and fund and (b) national level capacity building support on air quality to UN country teams. The consultant will deliver the following key outputs: 1. Provide technical input to the consultation workshop on regional cooperation on clean air and the draft regional framework/ modality on clean air in Asia and the Pacific. 2. Deliver Bangkok commemoration of the International Day of Clean Air for blue skies on 7 September 2022 3. Develop a brief on application / adoption of clean air measures and organize a clean air solutions webinar. 4. Organize a Joint Briefing for Resident Coordinators/UN Country Teams on air quality management.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

The Issue-Based Coalition (IBC) on Raising Climate Ambition, co-chaired by UNEP and UNESCAP, is one of the IBCs established under Regional Collaborative Platform as part of UN Reform. One of the components of this IBC is to accelerate action on air pollution in Asia Pacific to move towards achieving World Health Organization air quality guidelines by 2030.

Air pollution is recognized globally and within the region as a public health and environment crisis requiring urgent action and strengthened regional cooperation through adoption of resolutions at the United Nations Environment Assembly (UNEA), the World Health Assembly, the UNESCAP Commission Session, and through the UN General Assembly Resolution designating the International Day of Clean Air for blue skies. The IBC on Climate Change Mitigation and Air Pollution will respond to the respective resolutions’ request to support strengthening regional collaboration on clean air. For 2022, the workplan of the IBC are to (a) support for development of regional modality and fund and (b) national level capacity building support to UN country teams.

Qualifications/special skills Skills: Experience in international air quality (or related) networks / initiatives / frameworks is desirable. - Experience with working for the UN or other international development organization is desirable. - Competent in usage of MS Office programmes (MS Word, Excel, Power point). Academic Qualifications: Advanced university degree in atmospheric science, environmental science, environmental management, or related field. A Bachelor’s degree with additional two years of experience will be considered. Experience: - A minimum of 5 years of professional work experience at the national and/or international level in the field of air quality management, including policy development and Implementation. - Excellent written and oral communication skills; drafting, formulation, reporting and analytical skills in English. - Experience with online and in person events and online event management platforms. Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
