Organizational Setting

The Digitalization and Informatics Division (CSI) is responsible for IT activities within the Organization. CSI performs on behalf of the Organization the following critical roles: defining FAO IT policies and providing strategic advice on IT architecture and standards, governance, policy and operational matters while monitoring organizational compliance; defining the mechanisms for managing FAO's information and data; protecting FAO's information assets and ensuring confidentiality, integrity and availability; ensuring provision of IT services that are core for the Organization's global operations and supporting the information and business processes; coordinating organization-wide IT activities in order to reduce duplication and fragmentation and to increase integration of information data, systems and platforms, mobilizing IT resources from across the Organization.

The CSI Agro-Informatics team is responsible for leading the development ICT solutions and services for food and agriculture that promote digitalization and modernization through digital innovation for 4 betters (better production, better nutrition, better environment and better life) and to achieve the United Nations Sustainable Development Goals (SDGs).

Agro-Informatics Data Platform Catalogue Consultant manages the continuous development and day-to-day operations of the Agro-Informatics Data Platform Catalogue. The catalogue facilitates finding and using agro-informatics datasets. The Information Technology Officer is responsible for the delivery and management of the Agro-Informatics Data Platform Catalogue Information System that provides data services to applications including the Hand in Hand Geospatial Platform. The incumbent will act as product owner, project manager and technical lead for the catalogue working closely with Data Visualization, Data Science/Analysis, Geospatial Engineering, Application Development and Cloud DevSecOps teams.

Reporting Lines

Agro-Informatics Data Platform Catalogue Consultant reports to the IT Officer responsible for the Agro-informatics Data Platform.

Technical Focus

Support, deliver and manage Agro-Informatics Data Platform Catalogue Information System.

Tasks and responsibilities

The Agro-Informatics Data Platform Catalogue Information System is reliable, performant, cost effective, scalable and provides services necessary to meet the Organization's requirements for informatics and digital transformation.

● Act as a product owner, project manager and a technical leader of the catalogue information system. ● Develop and enhance the data catalogue capabilities. ● Manage software development team including contractors and consultants working remotely. ● Manage operations team ensuring compliance, consistency, completeness and quality and timely response to requests. ● Monitor the catalogue information system availability and usage and address performance issues and crashes. ● Deliver training for catalogue users. ● Ensures compliance with security, audit, data and information risk policies. ● Contribute to data governance, policy and standards. ● Perform any other duties, as required. ● Develop, enhance, document and maintain: - Catalogue extensions: ▪ Enhanced faceted fulltext search. ▪ BigQuery data dictionary integration. ▪ Multi-vendor dashboarding solution integration. ▪ TerriaJS data presentation view. - Data catalogue analytics dashboard and alert system to report on usage and content and to monitor system performance and costs. - Training materials for data catalogue users.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

● University degree in information technology or related field For Consultants: University degree in information technology or related field. Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. ● For PSA: University Degree or equivalent technical experience in the subject. Working knowledge (level C) of English, French or Spanish ● At least one year of relevant experience delivering enterprise class data rich internet information system solutions and services.

Technical/Functional Skills:

● Extent and relevance of experience in: - Managing software engineering teams. - Design, implementation, operations and maintenance of data information systems and related APIs - Metadata, data discovery and interoperability standards. - Data management, engineering and processing including geospatial and tabular data. - Cloud technologies and DevSecOps. ● In depth knowledge of geospatial and tabular data and metadata standards and protocols. ● At least one year of professional experience developing in Python and delivering on cloud platforms. ● One year of professional experience developing or supporting CKAN.
