Background Since the escalation of the war in Ukraine in February, the Norwegian Refugee Council has assisted more than 250,000 people with emergency food, shelter and NFIs, legal assistance and information counselling and multi-purpose cash grants.

NRC continues to scale up its response through the four area offices established in the past six months covering the West, East, North and South operated from Lviv, Dnipro, Kyiv and Odessa respectively. Additionally, NRC has opened field offices in Ternopil, Chernihiv and Kharkiv, and is considering a permanent presence in additional locations to serve populations in newly accessible areas retaken by the Government of Ukraine.

NRC’s advocacy framework in Ukraine is built upon the following four strategic priorities: Conflict-affected communities have safe, unhindered access to humanitarian assistance and services; the protection of civilians and civilian infrastructure; durable solutions; and National NGOs and Civil Society Organisation (CSOs) are equal partners/lead the humanitarian response in the country.

We are seeking a highly qualified, resilient, dynamic professional to support NRC with the implementation of our advocacy strategy, support the government of Ukraine with policy development, and work alongside humanitarian international and national actors to respond to the needs of millions of people affected by the war with lifesaving assistance.

Role and responsibilities

  • Lead the development and implementation of the NRC Ukraine advocacy strategy
  • Establish strategic networks and alliances for advocacy activities with humanitarian partners, UN officials, international donors and political actors in close cooperation with the Country Director and programme staff.
  • Manage an advocacy, media and communications team based across Ukraine.
  • Contribute to the regional advocacy strategy and to regional and global advocacy initiatives, ensuring that the specificities of the Ukraine context are captured in regional and global action.
  • Plan, coordinate and carry out advocacy initiatives, lobby meetings/tours and campaigns in close cooperation with the Country Director and relevant programme staff.
  • Manage and report on donor commitments tied to advocacy, media and communications; support programme staff to develop advocacy specific objectives and logframes for new funding.
  • Contribute to the development of NRC analysis and policy on prioritised programme and protection issues, linking them to prioritised advocacy issues.
  • Support and train programme staff to understand humanitarian principles and to mainstream advocacy and do no harm into their projects and activities and to identify issues for action.
  • Participate and represent NRC in coalition and coordination fora, including the NGO Advocacy Working Group; contribute to joint advocacy products.

    Professional competencies

  • Minimum 5 years of experience working as an Advocacy Manager in a humanitarian/recovery context

  • Fundamental principles of humanitarian action
  • Experience from working in complex and volatile contexts
  • Fluency in English, both written and verbal
  • Knowledge of the context in the Region/Ukraine is a plus
  • Experience with humanitarian protection programmes and humanitarian policy and advocacy.
  • Knowledge of Ukrainian is an advantage
