Background

The IMF Administrative Tribunal (“IMFAT” or “Tribunal”) is an independent judicial forum of last resort for the resolution of employment disputes arising between the IMF and its staff members. (See www.imf.org/tribunal.) The Tribunal is composed of five external Judges, including the President, who are completely independent in the exercise of their duties.

The Tribunal is assisted by a Registry, located at its Washington, D.C. headquarters. The Registry includes the Registrar (an attorney), the Counsel, and the Assistant. In the exercise of their duties, personnel employed by the Registry serve under the authority of the President of the Tribunal.

Job Summary

The Administrative Assistant/Senior Administrative Assistant is the sole support-level employee serving the Tribunal and the Registry. As such, the Assistant applies diverse skills to a range of responsibilities and must be able to work independently, anticipating and resolving problems as they arise.

The position combines traditional office assistance activities with advanced knowledge management functions, including work with electronic and hard copy publications, internal digesting systems, events planning and logistics, and management of a small, independent office within the IMF. The position also encompasses budgetary responsibilities, including the processing of the Judges’ fees and expenses, as well as any other disbursements.

Major Duties and Responsibilities

  • Performs tasks as assigned by President, Registrar and Counsel.
  • Maintains strict confidentiality, both inside and outside of the IMF, of the Tribunal's work.
  • Interacts tactfully with the Tribunal's Judges, IMF staff members, and parties to the judicial proceedings.
  • Skillfully performs word processing requirements (using Word, Adobe, PowerPoint, etc.) to a high degree of accuracy, including preparation of complex and lengthy legal documents and publications.
  • Drafts routine correspondence, anticipating upcoming needs.
  • Proofreads Tribunal’s decisions, publications, and web content to a high degree of accuracy.
  • Organizes and maintains complex system of files, both electronic and hard copy, including the Tribunal’s case files.
  • Maintains master calendar of workflow.
  • Arranges Judges’ travel and accommodations for Tribunal’s sessions and processes their fees and expenses.
  • Manages logistics for Tribunal’s hearings and other events, liaising with IMF departments and outside vendors.
  • Maintains budget data and interacts with Budget officials as necessary. At the direction of the Registrar, enters expense reports and time statements for Judges.
  • Works together with ITD to ensure that Registry’s and Tribunal’s technology needs, including electronic file-sharing systems and remote communications, are fully met and continually updated through best practices.
  • Assists in pre-screening of case documentation for completeness.
  • Assists in cite-checking Tribunal’s and Registry’s work product for accuracy of citations and quotations against source documents.
  • Works collaboratively with Registrar and Counsel to maintain indexes and digests of Tribunal’s jurisprudence for internal and external use.
  • Works collaboratively with Registrar and Counsel to maintain and enhance presentation of material on Tribunal's website.
  • Facilitates production of Tribunal’s print publications, including: Volumes of IMFAT’s Judgments and Orders; Annual Reports; and law journal.
  • Maintains and updates distribution lists for Tribunal's publications and communications.
  • Optimizes accessibility of Tribunal’s jurisprudence to IMF staff and the public, through electronic and print media.
  • Assists in planning seminars and conferences, including production of materials, scheduling, logistics, liaising with participants, speakers, vendors, and IMF staff.
  • Works closely with COM and ITD to enhance search capabilities and to integrate navigation of print and electronic media across various platforms, including: website; IMF e-Library; and Tribunal’s hard copy publications.

Minimum Qualifications

Educational development, typically acquired by the completion of a high school diploma or equivalent, supplemented by a minimum of six years of relevant experience, is required. External candidates must have spent at least two of the six required years of experience in a lead role and must pass an online assessment test.

In addition to the qualifications set forth in the job standards, the selected candidate must possess:

  • Temperament consistent with maintaining the strict confidentiality of the Tribunal’s case materials and work activities, as required by the Statute of the Administrative Tribunal [1].
  • Highly responsible and able to work independently on both routine and unusual assignments.
  • High proficiency in written and spoken English.
  • Thorough knowledge of and experience with current versions of desktop software, such as MS Office Suite and Adobe Acrobat, to produce high quality documents.
  • Strong organizational skills.
  • Attention to detail in all aspects of work responsibilities.
  • Proactive, anticipating needs before they arise.
  • Ability to work under pressure and to show initiative, resourcefulness, and flexibility.
  • Experience working in one or more of the following areas is highly desirable:
  • Publications; Knowledge Management; Communications; Paralegal; Editorial.
  • Experience working in a law office, for an international court or tribunal, or for an international organization is also highly desirable, as is experience managing a small office.

[1] Article IX (2) of the Tribunal’s Statute provides:

The Managing Director shall designate personnel to serve as a Secretariat [Registry] to the Tribunal. Such personnel, in the discharge of duties hereunder, shall be under the authority of the President [of the Tribunal]. They shall not, at any time, disclose confidential information received in the performance of their duties.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
