OBJECTIVES OF THE PROGRAMME

The Division of Administration and Finance provides administrative and financial services to all regional activities and programmes to facilitate achievement of WHO objectives. The post is located within the Human Resources Management (HRM) unit which provides effective delivery of HR services and support to the Region's technical programmes. Specifically, the unit is responsible for job classification, recruitment and selection, contact administration, entitlements administration, learning and development, performance management, HR advisory services, coordination of salary surveys and other related surveys initiated by the International Civil Service Commission (ICSC). The unit also contributes to HR policy development and/or review.

DESCRIPTION OF DUTIES

Under the guidance and supervision of the Human Resources Officer, the incumbent will perform the following:

1. Supervises the Establishment and Selection Team (EST), monitors work of the team on a daily basis. Provides guidance to HR Assistants as necessary;

2. Serves as focal person on matters pertaining to job design and classification;

3. Provides oversight to recruitment and selection for General Service (GS) and National Professional Officer (NPO) positions. Monitors performance and end results in accordance with objectives and adherence to timelines;

3. Advices and provides guidance to managers and administrative support staff on matters pertaining to position establishment and classification and recruitment and selection. Brings to their attention any deviations and/or deficiencies;

4. Reviews position descriptions for new positions in accordance with classification guidelines and standard qualification requirements; Prepares draft rating for review and approval of the RHRM;

5. Reviews shortlisted candidates ensuring strict adherence to recruitment guidelines/policies and standard requirements;

6. Participates as HR Representative in GS and NPO selections in the Regional Office or in the Country Office, as may be required. Provides advice/inputs on interview/test questions and oversees test/interview arrangements;

7. Identifies and analyzes exceptional cases, researches precedent cases and prepares submission to senior management or to Director, Human Resource Management (HRD/HQ) based on thorough analyses of applicable rules, regulations, policies and precedents;

8. Monitors and reports on functions assigned, including unforeseen trends and developments;

9. Assists HRO and RHRM in compiling and analyzing reports and statistics; prepares draft briefing notes for governing body meetings or other meetings as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education, with specialized training in human resources management or related fields. Desirable: University degree in Human Resources, Behavioural Sciences, Psychology, Public or Business Administration, Law or related fields. Training in UN/HR systems, including use of ERP is an advantage.

Experience

Essential: Over 10 years of progressive experience in human resources management including experience in job design and/or recruitment and selection. Desirable: Experience in human resources management acquired in large organization or multinational companies.

Skills

Excellent written, verbal and interpersonal communication skills.

Tact, diplomacy and sound judgement in dealing with sensitive and confidential matters are essential.

Good analytical and problem-solving skills.

Familiarity with UN job classification system and standard and use of Enterprise Source Planning (ERP) in a large office set-up.

Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high degree of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 825,492 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
