Org. Setting and Reporting The News and Media Division creates and broadcasts multimedia products on the work of the United Nations at Headquarters and around the world. It provides support services for journalists and monitors media coverage of UN issues. The position is part of the Coverage and Media Services Branch (CMSB), located in the Department of Global Communications, News and Media Division. As directed by the Deputy-Director, Coverage and Media Services Branch, the incumbent will perform day-to-day administrative functions within the division. It includes providing support to all Unit Chiefs and managers as well as senior staff in the development and implementation of the financial, personnel and administrative framework.

Responsibilities Under the direct supervision of the Senior Administrative Assistant and/or Deputy Director for Coverage and Media Services Branch in the News and Media Division of DGC, the incumbent will be responsible for the following duties:

HUMAN RESOURCES MANAGEMENT: - Initiates, reviews, processes and follows-up on actions related to the administration of the unit's human resource activities, e.g., recruitment of staff and consultants, performance appraisal, job classification reviews, training etc., ensuring consistency in the application of UN rules and procedures. - Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. Reviews and processes personnel actions through UMOJA. - Maintain and monitor an up-to-date staffing table of the Division reflecting all personnel movement and action. - Provide training and general assistance to other administrative support staff on systems usage such as INSPIRA, e-Performance, UMOJA, Travel Claim Portal, etc.

BUDGET AND FINANCE: - As needed, assists in the preparation and review of financial and human resource proposals/requirements. Consolidates budget/work programme with respect to Headquarters' budget, trust funds, grants and procurement. - Monitors expenditures and compares with approved budget; prepares adjustments as necessary. - Assists managers in the elaboration of resource requirements for budget submissions. - Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

GENERAL ADMINISTRATION: - Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. - Coordinates extensively with service units and liaises frequently with internal team members. - Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations). - Manage the screening and logging of incoming and outgoing correspondence, including material of confidential and sensitive nature. - May be responsible for guiding, training, and supervising the work of more junior General Service staff. Act as a back-up of the Team Leader

CONTRACT ADMINISTRATION: - Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. - Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. - Processes the payment of contractors' invoices and monitor payments. - Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, and swipe-card access and door keys.

Education High school diploma or equivalent.

Work Experience Minimum of seven (7) years of experience in administrative services, finance, audit, human resources or related area is required.

Experience with recruiting and accounting systems such as INSPIRA, Umoja or similar database application is required.

Experience with monitoring large staffing tables/staff movements is desirable.

Experience working with the United Nations or similar international organization is desirable.

Administrative experience in a media environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is temporarily available until 28 February 2023 with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

  • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

  • This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
