OBJECTIVES OF THE PROGRAMME

Polio Eradication is a mission critical objective for WHO, as mandated bymultiple WHA resolutions. The overall objective of the Global Polio EradicationInitiative (GPEI) is to interrupt the transmission of poliovirus worldwide,certify eradication, stop the use of oral poliovirus vaccine and successfullysunset the program. GPEI aims to do this through providing strong support toand collaboration with national governments, who lead these areas of work. Inorder to help realize these goals, GPEI is establishing a Hub to coordinate theinputs and support provided by the GPEI Partnership from regional and global levelsto the country programs in Afghanistan and Pakistan with the goal of ensuring thefull implementation of GPEI's 2019-2023 Strategy.

DESCRIPTION OF DUTIES

The incumbent will perform the followingduties:1.1. Coordinate timely initiation of administrativeactions related to GPEI HUB unit and requests for goodsand services, such as fellowships, DFCs and national training activities; maintaina systematic tracking and follow-up system. 2. - 2. Review in GSM purchase orders for catalogueand non-catalogue items, ensure adherence to WHO rules and procedures; followup with concerned parties customs clearance, receipt of deliverables, storage, installationand finalization of payments.3. 3 - Oversee the management of the E-Imprestsystem; proper implementation of financial procedures and internal controlsaccording to GSM instructions and WHO rules, verify calculations, supportinginvoices and payment authorizations, extract from GSM, compile and review awide variety of regular and adhoc financial and other project managementreports. 4. 4- Act as focal point for HR issues; coordinatewith HR/EMRO establishment of new positions, initiate staffing actions for all staff(appointments, extensions, separations, etc) and non-staff contracts (includingissuance and renewal of SSAs); initiate recruitment actions for General servicestaff and Special service agreements, draft post descriptions, screenapplications and recommend short list of potential candidates; arrange forinterview panels, act as leave Administrator in GSM and monitor staff leave.5. 5- Ensure proper maintenance of WRO buildingsand equipments, report on assets inventory, and attend to the repair and maintenanceof vehicles.6. 6 - Oversee the security of the office premises toensure MOSS compliance and provide related briefing as needed; 7. 7 - Attend non-technical meetings withrepresentatives from other UN agencies, MOPH, etc. related to procurement,security, and other administrative issues, as required and follow-up onrecommendations. 8.8 - Guide and brief all staff and non-staff onWHO rules and procedures; provide on the job training for administrativesupport staff.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education supplementedby experience or training in finance/accounting and administration. Desirable: University degree in business administration,social sciences or related field is an asset.

Experience

Essential: At least eight years progressive experience inthe area of administration, including experience in HR and/or budget andfinance positions Desirable: Relevant experience in the UN system.

Skills

-Ability to train other staff on administrativematters. -Good analytical, planning and sound organizationalskills; -Stress and time management skills.-Knowledge of WHO systems, procedures and practicesis an asset

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at JOD 18,521 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
