This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the direct supervision of the Programme Officer, the national UN Volunteer is responsible for ensuring the direction of project Admin/Finance activities and contributes to the achievement of project targets and results, undertaking the following tasks:

Administration and Financial Management:

Perform financial analyses and oversight for all resources of the project and provide professional advice to the project management. Plan proper expenditure, tracking and audit of the financial resources in accordance with UNDP Rules and Regulations.

Organize and oversee project cash management processes.

Ensure full compliance of financial activities, financial recording/reporting and audit follow up with UNDP rules, regulations, policies and strategies.

Prepare and ensure project expenses on a regular basis, report on the delivery situation of the project to the project management.

Ensure that advance and direct payments are properly reviewed and made on a timely basis, as well as ensure that payment information is properly recorded in Atlas system on a timely basis.

Implement internal expenditures’ control system to ensure that vouchers are processed, transactions are correctly recorded and posted in Atlas, monthly payment orders (MPOs), travel claims, and other entitlements are duly processed.

Provide Administrative support to the workshops, trainings, seminars supported and conducted by the UN Safe Justice Pilot Project.

Maintenance of the filling system ensuring safeguarding of confidential materials.

Assists in revision of annual workplans, periodic revisions of procurement/HR plans ensuring that plans are updated in a timely manner and in close coordination of UNDP Country Office.

Project Budget Management

assists in financial resource management through planning, guiding, controlling of the resources in accordance with the UNDP rules and regulations.

Liaise with UNDP CO (Peace Program Unit, Finance, HR, and Procurement Unit) to ensure that all project activities are implemented, and project outputs are delivered in an efficient and timely manner as per the PIP.

assist in controlling the budgetary status vs authorized spending limits (ASL) and budgets delivery level; analysing variances and advising project management

Effective HR/Procurement Management

Preparation and at least quarterly updating of HR and Procurement plans, or as necessary.

Maintain project supplies and initiate procurement of the required equipment (laptops, monitors and screens etc.), hardware and software (MS Teams, Skype for business or other required software) and provision of required internet access for the pilot courts.

Logistic Management

Organize travel including purchasing of tickets and conference facilities arrangements.

Arrangement of vehicle transportation, regular vehicle maintenance and insurance.

Guide and monitor daily transport arrangements (drivers, logbooks, vehicle records forms, etc.)

Checking and recording of vehicle daily log and gas consumption, update and maintenance of vehicle history report.

Furthermore, UN Volunteers are required to:

Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD).

Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.

Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.

Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor’s Degree or Master’s Degree in Business Administration, Public Administration, Finance, Economics, or related fields.

Required experience:

24 Months

Experience remark:

Relevant working experience in Rule of Law and improving Access to Justice

Language skills:

  • English(Mandatory), Level - Working Knowledge
