ACS/Integrating Civil Registration and Identity Managements in the COVID-19 Era

Result of Service Assist countries in designing, in cooperation with national authorities, holistic civil registration, vital statistics and identity management systems as instruments to advance inclusive and sustainable development.

Expected duration Successful Consultant will be recruited for a period of twelve (12) months from the date of Contract of Service; and will be paid after submission of a monthly activity report and deliverables agreed on the Consultant work plan.

Duties and Responsibilities Background The United Nations Legal Identity Agenda 2020- 2030 (UN LIA), backed by the Deputy Secretary-General, was launched as a One UN approach to support of Member States building holistic, country-owned, sustainable civil registration, vital statistics and identity management systems. The UN LIA’s efforts are to reduce the global identity gap will be closely coordinated across shared value sectors in health and proven interventions aimed at accelerating progress towards Sustainable Development Goal target 16.9—legal identity for all, including birth registration—and SDG 17.19. Following an Executive Committee decision in line with this objective, the Deputy Secretary General convened the relevant UN agencies and established an inter-agency group called the United Nations Legal Identity Expert Group (LIEG) to drive a coherent UN approach on civil registration and legal identity across the UN Development System (UNDS). The benchmark goal of UN LIA is to ‘closing the global identity gap by 300 million by 2025’.

The UN Legal Identity Expert Group has developed a coordinated UN position and approach for Implementation for UN LIA. Guidelines have been developed for a coherent UN framework on legal identity to guide Resident Coordinators (RC) and UNCT on the implementation of programmes to support Member States, private sectors and development partners.

In this context, ECA would like to recruit a consultant to support Anglophone Countries to support integration of Civil Registration and Identity Management in the pilot countries in Africa based on lessons learnt during the COVID-19 pandemic.

Duties and Responsibilities

The consultant will be working under the direct supervision and guidance of the Chief, Demographic and Social Statistics Section and overall supervision of the Director of the African Centre for Statistics at United Nations Economic Commission for Africa in Addis Ababa. The key responsibilities of the consultants are: 1) To provide technical support to execution of the project activities of the United Nations Legal Identity Agenda in African countries. 2) To support the assessment, validation, piloting and implementation of the United Nations Legal Identity Agenda 3) To coordinate and implement capacity strengthening workshops for the United Nations Legal Identity Agenda with national experts and UN focal persons 4) To provide periodic quarterly updates to ECA on the progress in the project implementation of the project in the selected countries. 5) To expertise the African Centre for Statistics in the work related to the impact of COVID-19 on Civil Registration, Vital Statistics and Identity Management Systems. 6) To expertise the African Centre for Statistics other work related to demographic and social statistics.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in social sciences, law, international development, public administration, statistics, demography, operations research or other relevant area is required. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master’s degree. Experience: A minimum of five (5) years of progressively responsible experience in civil registration, vital statistics and/or identity management is required. Experience in management of large-scale development projects in Africa, including:- -Supporting governments and partners in strategic design and implementation of civil registration or other identity management related operations (identity cards, voter registration, birth registration operations, etc.) -establishing and building partnerships with government and development organizations working with multiple stakeholders, Drafting and presenting of reports - Knowledge and experience with business re-engineering in developing and fragile settings Good facilitation skills -Strong public relations, diplomatic skills and proven strong leadership and communication skills is required. Language: English and French are the working languages of the United Nations. For this post fluency in English is required. Knowledge of another UN language is an advantage.
