Objective of the programme

The Government of the People's Republic of Bangladesh (GoB) has received a Credit from the International Development Association (IDA) towards the cost of Health and Gender Support Project (HGSP). Subsequently, an agreement established and signed between WHO and Ministry of Health (MoHFW), GoB. The overall objective of the WHO’s operational activities under the HGSP is to manage the HGSP’s investments on building capacity with respect to: (i) the management of Non-Communicable Disease (NCDs) from community up to district levels at all levels of care; (ii) diagnostic capacity on tuberculosis (TB); (iii) management of environmental risk factors (including health care waste) at and beyond the health facilities; (iv) strengthen laboratory facilities and safe blood transfusions; (v) preparedness and response to health emergencies from community to district Upazila levels; and (vi) strengthened coordination among different stakeholders.

Description of duties:

Under the direct supervision of the Deputy Programme Manager, HGSP Operational Plan and the overall guidance of the Project Director (PD), the signatory will be assigned to the Project Director’s office in Dhaka and will have the following job responsibilities:

  1. Assist in administrative and financial aspects of planning, implementation and execution of the HGS Project in Cox’s Bazar. Brief and guide other personnel and managers about the administrative & financial procedures relating to the field expenses of various categories and ensure proper reporting in Operational Plans according to GoB/WHO rules and regulations and as may be required by the Project Implementing Unit.
  2. Monitor banking and cash management and operation of the bank accounts, including their replenishments and periodic submission of accounts as directed, ensuring honesty, integrity and accuracy of payments, vouchers and records maintained; Responsible for submission of monthly statement of operational expenses to the PD’s Office;
  3. Provide support and assistance in budget preparation/monitoring and accounting of expenses of various categories of the programme. Maintain follow-up for operational costs and timely submission of invoices as per advice by PD, HGS Project
  4. Responsible for scrutinizing and accounting of operational cost & per diem of Staff, consultants, SSAs including drivers and day-to-day settlement of various bills;
  5. Preparation of financial reports and returns based on OPs.
  6. Maintenance of files and records of field expenses and other programme documents;
  7. Perform any other duties, as required and assigned by the Supervisors.

Required Qualifications:

Education:

Essential:

University degree in Accounting, Finance, Mathematics or any other related subject.

Desirable:

  • Training on accounting or other financial software package or ERP.

Experience:

Essential:

Minimum 03 years of work experience out of which at least 2 years working with a Development Organization in the field of Finance/Accounts or other related areas.

Desirable:

  • Knowledge and understanding of standard accounting system

Languages

  • Proficiency in written and spoken English and report writing.

  • Monthly salary: BDT 61,851.00 (SSA – 5, Step I)
