Job Overview:

The goal of this position is to improve NRC Afghanistan’s ability to maintain and gain principled and meaningful access for sustainable programme across the country.

Generic Responsibilities:

  • Ensure compliance with NRC policies, CC tools, handbooks, and guidelines.
  • Prepare periodic progress reports and other documents.
  • Promote and share ideas for technical improvement.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Support program design and operationalization by providing updates on contextual changes.
  • work closely with the AO to provide tailored support, as well for capacity building at the local level.

Specific Responsibilities****:

  • Develop a context specific analytical framework guiding data collection processes and analytical product development.
  • Employ various data collection methods including but not limited to regular field visits and remote engagement with community members and other key stakeholders,
  • Coordinate information sharing in line with the CO Advocacy manager, for improved access and principled humanitarian space for advocacy.
  • Support the NRC team in network development and data collection.
  • To contribute to the body of knowledge including evidence building, data collection and anticipatory analysis of NRC Afghanistan.
  • Provide essential context and conflict updates clearly outlining implications on current and future access and programming in line with CO strategic planning cycles.

  • Constantly monitor available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access and security in the country.

  • Prepare and disseminate regular reporting and updates.
  • Analyse gathered data and information to understand key trends, build anticipatory analysis and support country and regional level advocacy.
  • Provide timely thematic and/or area-based access analysis based on operational needs.
  • Provide technical input and advice in assessments in new geographic areas, and regular assessment reviews for existing locations.
  • Participate in relevant international or local fora/conferences.
  • Provision of systemic analysis and reporting on humanitarian access to CMG and area offices and for informed decision making.
  • To track changes in the operational capacity, motivations, objectives, and narratives of the primary active stakeholders.
  • Increased access analytical capacity of the access department.
  • The provision of actionable advice and technical support for humanitarian negotiations and flexible, adaptive, and operational planning and programming.
  • Provide anticipatory analysis of risk assessment, deal design, red lines and developing of engagement strategy.
  • Support the planning and design of negotiations providing technical expertise and advice on the different stages of negotiations.

Generic Professional Competencies:

  • University Degree in management, political science, international relations, or relevant topic, and / or 3 years' experience in conflict/access analysis.Ability to identify and evaluate the broad range of drivers of conflict.
  • Experience of narrative tracking and analysis, with the ability to frame narratives within the broader context.
  • Experience in social media analysis is an advantage.
  • Fluency in written and spoken English.
  • Demonstrated knowledge of the political economy of, and current conflicts within Afghanistan.
  • Experience in development of methodologies for data collection and analytical frameworks.
  • Ability to draft high quality reports and country office recommendations based on information and data analysis.
  • Experience working remotely with minimal supervision, but with strong personal drive and communication skills needed for coordinating multiple moving pieces of work.
  • Not necessarily for a strong NRC background, but strong understanding of the humanitarian INGO context.
