Result of Service The Expert Data Analytics Specialist will play a technical role in conducting analysis on matters linked to A4P+ as well as developing analytics products and visualizations to support reporting on A4P+. The Expert will also support the management and coordination of the overall data work.

Duties and Responsibilities The Secretary-General launched Action for Peacekeeping on 28 May 2018 and its Declaration of Shared Commitments, endorsed by 154 Member States, remains a roadmap for our collective efforts to strengthen peacekeeping. Three years on, the moment arrived to take stock, closely assess achievements, challenges, gaps and accordingly, determine what key priorities need to be addressed in the coming years. On 29 March 2021, the Secretary-General introduced Action for Peacekeeping + (A4P+), a set of seven discrete priorities designed to accelerate the ability of the UN Secretariat to fulfill its commitments within the Declaration. Complementing the SG's Data Strategy, A4P+ calls for UN Peacekeeping to accelerate our move toward "innovative, data-driven and tech-enabled peacekeeping." As UN Peacekeeping implements A4P+, continuing to measure, verify and report on progress and the impact of efforts to strengthen peacekeeping effectiveness remains pressing.

Building on the notable progress evaluating the performance of UN peacekeeping, the Office of the Under-Secretary-General for Peace Operations has developed a new platform and monitoring framework to systematically monitor, evaluate and report on peacekeeping performance, as outlined in the A4P+ framework, using quantitative and qualitative data. It builds off of and connects to existing tools, including the Situational Awareness Capabilities (Unite Aware) and the Comprehensive Planning and Performance Assessment System (CPAS).

To continue taking this work forward, an A4P+ Expert Data Analytics Specialist is required to provide specialist knowledge to continue developing and coordinating data collection and analysis solutions for quantitative and qualitative data-driven reporting on Action for Peacekeeping+ (A4P+). The A4P+ Expert Data Analytics Specialist will develop A4P+ reports for a range of audiences. They focus on progress in strengthening peacekeeping and on its impact. Support on management and coordination of the overall data work is also required.

This position is located in the Office of the Under-Secretary-General, Department of Peace Operations (DPO). Under the overall supervision of the Political Affairs Officer (A4P), Office of the Under-Secretary General for Peace Operations. The Expert Data Analytics Specialist will play a technical role in developing analytics products and visualizations to support reporting on A4P+.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in Political Science, Social Sciences, Statistics, Data Science, Information Systems / Technology, Interactive design, Business Administration, Digital Marketing, Human-computer Interaction, User interface design, or related field. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of five years of experience in development, implementation and maintenance of business intelligence/analytics or related areas of data-driven interface design is required; - Experience in qualitative and quantitative political analysis of conflict and post-conflict country settings relevant for UN Operations; - Experience in coordinating projects and working across silos on matters related to inter-agency data sharing & information management; - Experience in supporting leadership in identifying priorities, designing strategies & building partnerships to leverage data & technologies, preferably in the context of the UN peace and security pillars; - Experience bridging silos on technical matters, incl. communicating technical information to non-technical audience desirable; - Experience supervising & coordinating technical and interdisciplinary teams; - Experience with MS PowerBI, Tableau or any other similar self-service analytics toolsets; - Knowledge of relational databases such as Microsoft SQL and other databases desirable; - Knowledge of map and geo-spatial analysis; - Experience with Geographic Information Systems such as ESRI ArcGIS, Carto or Open Street Maps; - A passion for empirical investigation and for answering hard questions with data in a clear and precise way; - Experience working and liaising closely with clients, using a user-centric design process; - Experience working with peacekeeping and/or political and/or conflict data is required; - Experience in political reporting and preparation of briefings, trainings and workshops; - Previous experience in the UN system and/or in other intergovernmental organizations desirable; - Proficiency in Microsoft Office applications. Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of any of the other UN official languages is desirable.
