Result of Service - In collaboration with the NDDR National focal point at the Ministry of Digital Transformation, Innovation, and Administration Modernization in Mauritania, the consultant shall review and incorporate the comments and suggestions made by ESCWA into a revised version of the report and submit it to ESCWA 2 weeks later. - ESCWA shall review the second draft of the submitted report and send its comments and suggestions for improvements to the consultant 1 week later. - The consultant shall review and incorporate the comments and suggestions made by ESCWA into a revised final version of the report and submit it to ESCWA 1 week later.

The total time to deliver the final output of the consultant spans 8 weeks beyond the date of the signature of the contract.

Duties and Responsibilities Duties and Responsibilities

Under the overall supervision of the NDDR National focal point at the Ministry of Digital Transformation, Innovation, and Administration Modernization in Mauritania and in collaboration with the ESCWA Cluster 2 Team, ESCWA prime consultant on NDDRs/ADDR 2.0, the expert will be entrusted with the following tasks: a) Make use of the ESCWA Guiding manual to build the structure of the NDDR and its outline. b) Research, gather and compile all needed data according to the main five clusters. c) Coordinate with the NDDR National Focal Point (NFP) to engage concerned partners, entities and stakeholders in providing the data and information needed for the NDDR. d) Make sure to validate and clearly reference, where required, within the text and in end-notes, the data and information presented in the NDDR. e) Maintain a comprehensive list of bibliography.

Qualifications/special skills Academic Qualifications: An advanced university degree in ICT or a related field is required; a Ph.D. is desirable. Experience: At least 5 years of experience and research in Technology related issues is required. A concrete knowledge in the domain of planning and strategies is desirable. Language: Fluency in written and spoken Arabic or French is required; a good knowledge of English is desirable.
