Duties and Responsibilities

Scope of Works:

The national consultant will assist to provide technical support to

  • Review existing public institutional coordination mechanisms for inter-agency mechanisms
  • Identify gaps and barriers leading to inefficiency, in order to strengthen existing and/or build new consultations, institutional and coordination framework/platform to better support NAP process and implementation.
  • Develop document outlining updated/ new coordination mechanisms
  • Develop or strengthen existing coordination structures (e.g. at sectoral level) to engage a range of stakeholders, both public and private, in coastal adaptation planning processes, ultimately enhancing the structure for NAP implementation and mainstreaming
  • Undertake and facilitate consultation workshops to develop document outlining updated/ new coordination structure, identify entry points to integrate the recommendations and best practices into the revision and update of Thailand’s NAP to enhance public and private (e.g. private sector, CSOs, NGOs, local communities) stakeholder coordination and collaboration
  • Undertake and facilitate consultation workshops to support the integration of identified viable options and mechanisms to co-finance adaptation, e.g. through public-private partnerships into the next phase of NAP development

The national consultant has following specific tasks and responsibilities:

Task 1: Prepare an inception report and brief summary of intended approach for the assignment:

  • Undertake literature review of documents of existing public institutional coordination mechanisms, reports, and other project’s related literatures such as stocktaking report, risk and vulnerability assessment to climate change reports provided by national and international consultants of the project.
  • Identify the most appropriate methodology/tool, in consultation with the Project Manager, UNDP and ONEP for technical guidance to identify existing public institutional coordination mechanisms to improve natural resources management and adaptation needs and priorities suited to marine and coastal areas along the Gulf of Thailand.
  • Prepare a draft inception report, brief summary, and contents of the exercise including power point presentation in English and Thai languages; and
  • Coordinate with other international, national consultants and consulting firm/institution to organize workshop/consultation to develop document outlining updated/ new coordination structure for climate change adaptation in marine and coastal areas

Task 2: Review on existing public institutional coordination mechanisms to identify entry points to strengthen institutional coordination (e.g. at sectoral level, horizontal coherence across ministries, vertical coherence across government level (national, sub-national, local))

  • Undertake literature review of documents of existing public institutional coordination mechanisms, reports, and other project’s related literatures such as report of relevant development plans and regulations screened to identify entry points for capacity development and capacity work plan on institutional coordination mechanisms
  • Identify the stakeholder institutions on Climate Change adaptation issues at national, sub-national and local levels including outline their roles in addressing climate change adaptation
  • Identify gaps and barriers leading to inefficiency, in order to strengthen existing and/or build new coordination/consultations
  • Analyse existing public institutional coordination histories of how organizations have interacted over time on issues of climate change and adaptation in the key environmental and relevant sectors (Agriculture, Fisheries and Tourism) including gaps and barriers leading to inefficiency of coordination.
  • Assess the institutional roles and responsibilities relating to climate change adaptation decision making at the national, sub-national and local levels and across sectors.
  • Identify the institution/s mandated for improving coordination mechanism and inter-institutional management model developed to foster stronger collaboration between public entities
  • Prepare and submit a review report of public mechanisms undertaken to identify entry points to strengthen institutional coordination and mechanism and inter-institutional management model developed to foster stronger collaboration between public entities including power point presentation in English and Thai languages.

Task3: Develop or strengthen existing coordination structures (e.g. at sectoral level) to engage a range of stakeholders, both public and private, in coastal adaptation planning processes, ultimately enhancing the structure for NAP implementation and mainstreaming

  • Review adaptation policy and framework of both public and private sector for climate change and relevant reports and documents
  • Identify potential public-private platforms (e.g. committee, networks) undertaken to identify entry points to strengthen public-private coordination in adaptation planning
  • Analyse existing public-private institutional coordination histories of how these partnerships have interacted over time on issues of climate change and adaptation in the key environmental and relevant sectors (Agriculture, Fisheries and Tourism) including gaps and barriers leading to inefficiency of coordination.
  • Prepare the analytic results of existing public-private institutional coordination.
  • Prepare the finding or results to support developing and strengthening existing and/or building new coordination/consultations
  • Develop document outlining updated/ new coordination structure for public and private stockholders identified and developed to create an enabling framework for private sector engagement in adaptation, brief summary including power point presentation both in Thai and English; and
  • Consult with Project Manager UNDP, and ONEP for technical guidance.
  • Prepare a presentation and policy brief and recommendations in a simplified manner and with an eye toward actionable decision making in English and Thai language.

Task 4: Conduct consultation and validation workshop and facilitate key sector stakeholders to have critically thinking and actively participating in reviewing, discussing, and developing document outlining updated/ new coordination mechanisms for NAP process and implementation to enhances natural resource management in targeted project area.

  • Prepare the workshop’s materials (ppt, tools) in Thai language to present and facilitate the validation workshop.
  • Facilitate key sector stakeholders by foster critically thinking and actively participating in reviewing, discussing and developing document outlining updated/ new coordination mechanisms for NAP process and implementation to enhances natural resource management in targeted project area.
  • Facilitate consultation workshops to identify entry points to integrate the recommendations and best practices into the revision and update of Thailand’s NAP to enhance public and private (e.g. private sector, CSOs, NGOs, local communities) stakeholder coordination and collaboration.
  • Facilitate consultation workshops to support the integration of identified viable options and mechanisms to co-finance adaptation, e.g. through public-private partnerships into the next phase of NAP development.
  • Prepare the final document by synthesizing recommendations from the consultations and validation workshop in Thai and English languages.
  • Prepare a presentation and policy brief and recommendations in a simplified manner and with an eye toward actionable decision making in English and Thai language.

Task 5: Participate in stakeholder consultations to support the integration of identified viable options and mechanisms to co-finance adaptation, e.g. through public-private partnerships into the next phase of NAP development (Act. 3.3.2)

  • Facilitate stakeholders from the key sector by foster critically thinking and actively participating in stakeholder consultations to support the integration of identified viable options and mechanisms to co-finance adaptation, e.g. through public-private partnerships into the next phase of NAP development.

Required Skills and Experience

Education:

  • At least Bachelor degree with 10 years of work experience or higher degree in in business management, finance, economics, engineer, development finance, environmental management, environmental policy, public policy, law or closely related field is required.

Experience:

  • At least 3 years working experience in development and implementation of climate change related governance and decision-making systems, including institutional coordination and management environmental projects (national, international), preferably related climate change;
  • At least 3 years of working experience in designing or planning policy, plan on climate change adaptation, natural resources management, environment, or closely related field
  • At least 2 years of working experience in applying for methodologies related to nature-based solution project, strategy, and structuring, as well as environmental policy and concept note for climate related projects.
  • At least 2 years of working experience in engagements with key players and stakeholders in public-private partnership, the international development funding and the private sector.
  • At least 1 year of experience in the facilitation of consultation and workshops.

Language Requirements:

  • Excellent oral and written communication skills in English.
