What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

As part of the Resource Mobilization Strategy’s Implementation Plan (SIP), a transversal team in charge of Change management activities has been created in order to support the implementation of the new strategy. The team will closely work together with the Portfolio Manager and the Project managers in order to define a coherent change management strategy and design mobilization / communication / training plans to orchestrate the changes. This team will be composed of a Change management Advisor (Team Leader) and three Change Officers (2 dedicated to “SIP projects” and 1 dedicated to “4D project”)

4D project is part of the second pilar of the Resource Mobilization strategy (2 – REM Transformation) and consist of deploying the future CRM of the organization over the course of 2022 / 2023. It will provide the ICRC with a 360° view of its donors, will support the ICRC in engaging with its donors (relationship management) and will manage their contributions (income management).

The Change Officer supports changes brought by the project. They ensure that necessary actions are taken to provide appropriate support to all impacted staff while they are adapting to the change. They work closely with the Change management Adviser and 4D Project Manager to coordinate the different change management actions between the different stakeholders (both internally and externally).

General Duties

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement;
  • Understands and adheres to the ICRC Code of Conduct;
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement;
  • Respects and observes staff regulations and security rules at all times;
  • Represents the ICRC in a professional manner at all times;
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers;
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC;
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Main duties and responsibilities

  • Defines the change management strategy and develops change management plans with the support of the Change management Advisor and 4D Project manager;
  • Under their guidance, coordinates the implementation of change strategies with all relevant stakeholders (internally and externally);
  • Design and implement Communication / Training / Support plans to support change, tailoring it to the needs of different stakeholders;
  • Elaborate Communication / Training material in collaboration with Project resources and stakeholders (BPO, SME, key users, …) related to internal changes of the 4D project;
  • Maintains an overview of deployment of the roadmap; tracks progress made, taking into consideration the time, resources and actions required for the deployment;
  • Integrates inputs from stakeholders and other projects/initiatives that may affect the end-users and works with the Project manager to update deployment timing;
  • Escalates issues and challenges to the Change management Advisor or Project manager;
  • Supports continual learning and development related to change, facilitates information-sharing and contributes to continual improvements;
  • Ensures that lessons learned are recorded and taken into account appropriately in future initiatives;
  • Ensures adequate staffing of resources and specialists needed for successful deployment of the new tool/process;
  • Escalates any observed risks and change-management challenges to relevant stakeholders. Assists with, and monitors, the impact of remedial actions.

Relationships

  • Internally, interacts with colleagues from the REM division involved on project management : Portfolio Manager, Change management Advisor, Project managers, etc. as well as “Métier” colleagues being impacted by the changes brought by the projects.
  • Externally, may interacts with Stakeholders to collect feedback for instance and/or with peer colleagues to share good practices, work on lessons learned and ensure a coherence between the different change management plans within the organization.

Certifications / Education required

  • Master’s degree in Computer Science / General Administration / Business Administration;
  • Excellent command of English;
  • Strong computer proficiency (Microsoft Office, etc.);
  • Change management certification is desirable, ideally PROSCI;
  • Project Management training and certification is an asset.

Professional Experience required

  • 5 years of professional experience in change management, project management and/or training management;
  • Information system (CRM, ERP…) deployment experience, ideally from the design to the integration phase;
  • ICRC exposure is a plus to understand the culture and communication channels;
  • Project management experience in “Agile” mode is an asset;
  • Previous experience in designing change strategies throughout a project lifecycle for projects with an IT component is an asset.
